Former EDRP participants ineligible to appl Responsibilities The Chief of Medicine, is a member of the FHCC's senior management group and works on a day-to-day basis with all of FHCC senior leadership. This includes full participation in senior management discussions, decisions, policymaking, and sharing accordingly in the responsibility for management actions except those which strictly require a medical decision. Including planning for developing and implementing a comprehensive health care delivery system responsive to the health care needs of the FHCC patient population. In this process, the incumbent takes into account the FHCC mission, resource availability (e.g., funds, personnel, space, equipment, etc.), as well as the structures and needs of the VISN, VA Central Office, and BUMED/Navy policies/guidelines, local Veterans Service Organizations, community hospitals/medical care facilities, the affiliated medical schools, and State and Federal agencies whose programs interface with the FHCC and its clinics. Assigned Duties: This position will have an assigned panel of patients of at least 20% of the time and has responsibility for providing comprehensive, high-quality, cost-effective healthcare services and consultation to all patients. Participates in the development and implementation of long/short-range goals and objectives, and the successful integration of policies concerning both the administrative and clinical aspects. Implements and maintains compliance with VHA, VISN12, Navy Medicine East (NME), and the Navy's Bureau of Medicine and Surgerypolicies and regulations and governing administrative aspects. Responsible for resource management in all Medicine departments, including identification and distribution of existing resources (funding, personnel, space, equipment, construction), in accordance with priority of need, the promotion of effective resource utilization and reallocation of resources as appropriate, program development and evaluation. Long range resource planning and development (multi-year staff, equipment, and space plans, 5-year facility plans, energyconservation and planning, other construction, and maintenance planning). Participates in annual budget hearings with Fiscal to determine and project the financial needs of the Medicine Directorate. Responsible for the selection, evaluation, disciplinary action, initiation of promotion, and other personnel actions regarding employees within the Medicine Directorate. Responsible for leave approval; performance standards and ratings; competencies; providing technical/administrative supervision; hearing/resolving subordinate complaints; disciplinary actions; and identifying developmental/ training needs of employees. Participates in local community, stakeholder activities, and public relations events. Establishes organizational structure and guidelines, performance standards, work review, and reporting requirements, and defines the lines of authority and supervisory controls. Principal member and/or chairperson on various FHCC committees, including the Board of Directors, Quality Council, Total Forces Management Committee, Leadership Council, etc., as directed. May be required to participate on National VA andVISN committees as needed.
