Responsibilities & Qualifications We are seeking a Scrum Master/Team Coach to support Service Now Contract (SDA) Artificial Intelligence (AI) efforts. This data scientist will play an important role helping to create technical solutions for multiple AI challenges REQUIRED QUALIFICATIONS Experience + Minimum of 7 years of experience in requirements management, systems engineering, or business analysis on complex programs + Demonstrated experience supporting Federal or DoD programs, including compliance with structured lifecycle and governance processes + Proficiency with requirements management tools (e.g., IBM DOORS, Jama, JIRA/Confluence, or equivalent) + Strong understanding of requirements engineering standards (e.g., ISO/IEC/IEEE 29148) + Understanding of ServiceNow and SharePoint Education + Bacheloru2019s degree in engineering, Computer Science, Business, or related discipline Certification - one or more of the following: + CSM (Certified ScrumMaster) + PSM I (Professional Scrum Master) + SSM ( SAFe Scrum Master) + PMI-ACP (Agile Certified Practitioner) + A-CSM (Advanced Certified ScrumMaster) + CSP-SM (Certified Scrum Professional - ScrumMaster) Clearance + TS/SCI PREFFERED QUALIFICATIONS + Masters degree in Engineering, Computer Science, Business, or related discipline + Minimum of 10 years of experience in requirements management, systems engineering, or business analysis on complex programs RESPONSIBILITIES + Requirements Elicitation & Analysis The Requirements Manager leads structured engagement with Government stakeholders, end users, and technical teams to elicit, analyze, and refine requirements. This includes translating high-level mission needs into clear, complete, and testable functional and non-functional requirements. + Requirements Governance & Control Establishes and enforces the Requirements Management Plan (RMP), including standards, processes, and approval workflows. Oversees requirements baselining and ensures all changes are formally evaluated, approved, and documented through a controlled change management process. + Traceability & Compliance Develops and maintains full bidirectional traceability between requirements, design artifacts, development outputs, and verification/validation activities. Ensures compliance with applicable standards and contractual requirements, supporting audit readiness at all stages of the program lifecycle. + Change Management & Impact Analysis Supports or leads Configuration Control Board (CCB) activities by assessing the impact of requirement changes on cost, schedule, performance, and risk. Provides data-driven recommendations to Government leadership to support informed decision-making. + Stakeholder Coordination Serves as the central point of integration between Government stakeholders, program management, engineering, and test teams. Facilitates requirements reviews, adjudicates conflicts, and ensures alignment across all functional areas. + Verification & Validation Support Ensures that all requirements are measurable and testable, with clearly defined acceptance criteria. Works closely with test and quality teams to confirm that delivered capabilities satisfy approved requirements. + Tools & Data Management Implements and administers industry-standard requirements management tools (e.g., DOORS, Jama, or equivalent), ensuring data integrity, version control, and accessibility for all authorized stakeholders. + Performance Monitoring & Reporting Tracks and reports requirements-related metrics, including requirements stability, traceability coverage, and change activity. Provides regular status updates and risk insights to Government program leadership. COMPETENCIES + Proven ability to manage complex, multi-stakeholder environments + Strong analytical and critical thinking skills with attention to detail + Excellent communication and facilitation skills, including experience briefing senior Government stakeholders + Ability to operate within structured governance frameworks while supporting Agile or hybrid delivery models Overview WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.
