Summary About the Position: This position is a Workforce Manager with the US Army Corps of Engineers Chicago District located in Chicago, IL. Oversees all major components of the District's Workforce Readiness Program which includes staff planning, recruitment outreach, hiring, sponsorship, and placement, in-processing, training management, awards, management of leader development programs, and provides oversight and coordination for the district mentorship programs. Responsibilities Conducts staffing plan reviews with management to ensure accuracy of data. Leads efforts to project current and future workforce staffing needs and strategic plans. Plans, coordinates, and/or attends events related to personnel recruiting including job fairs, career days, and appearances at conferences on behalf of the district. Prepares, analyzes and publishes a variety of reports related to workforce management actions and staffing. Prepares, manages, and conducts annual recruiter training; assigns recruiting leads to all colleges and universities within the districtu2019s footprint; and provides program support to district recruiters. Coordinates with the Civilian Personnel Advisory Center (CPAC) on the assignment, report dates, and required in-processing actions for newly hired employees. Provides advice to management on training and development matters for assessment of training needs, impact of mission changes or reorganizations; training necessary to support short- and long-term needs, training methods, and facilities available. Coordinates local and regional onsite training courses to include securing a vendor, managing registration, coordinating payment, logistical arrangements, and analyzing course evaluations. Leader Development and Awards Management; Coordinates the District's Leadership Development Program. Supervises the Executive Office support personnel; Assigns work to subordinates based on priority, difficulty, and employee's capabilities. This experience must be equivalent to the work of a GS-11 in the federal service. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
