Oversees maintenance and construction staff involved in the installation, care and repair of state facilities and equipment located in Region I. Schedules maintenance and construction work and oversees requisition materials and supplies. Assumes the Regional Manager duties in his absence. Supervises the work of employees and contractors. Reports to the Region I Manager and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Work Hours: Monday - Friday, 8-hour days, 40 hours/weekESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESOversees maintenance and construction staff performing highly advanced or large-in-scale maintenance or repairs and ensures that work standards and safety and building regulations are met.Develops, oversees, and participates in scheduled preventative maintenance programs for all Region I Texas Military Department (TMD) facilities.Coordinates the work of outside contractors and advises management on the specifics of proposed or ongoing projects.Oversees the preparation of maintenance reports.Oversees the preparation of or prepares estimates of work hours, materials, and resources required for projects.Oversees and monitors the inventory of materials, supplies and equipment; and approves and initiates requisitions for materials and supplies.Maintains records on work orders and projects using computer-tracking spects renovation projects and reports findings to spects current conditions to identify need for maintenance and/or construction.Schedules and inspects completed work on buildings, equipment, machinery, and grounds, and reports inspection findings to staff management.Confers with Regional Facilities Manager regarding projects, workloads and project priorities.Sketches rough plans and designs for projects and provides advice on options.Develops Region I Safety Program; prepares instructions for machinery operators and conducts training on operation, safety training, and security practices.Oversees maintenance and repair work of facilities equipment, boilers, and boiler feed pumps, as well as electronic equipment such as digital controls.Assist the Regional Manager with State of Texas Armory Revitalization (STAR) Projects such as pre-planning, final inspection, and maintaining warranties.Supervises, instructs, trains, assigns and inspects the work of maintenance technicians.Performs timely and accurate performance reviews on employees.Performs related work as assigned and assists with Regional Manager duties.Primary overseer for CAPPS financials and manager self-service.Primary overseer for Planning Resource for Infrastructure Development and Evaluation (PRIDE) Web system for TMD facilities in Region I.Primary overseer of State tools, equipment and State vehicles for Region I.Primary overseer of warranties for TMD facilities in Region I.Assumes the Regional Manager duties in their absence.Assists with on-call duties for after-hours, weekend, and holidays for facilities emergencies.Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.QualificationsMINIMUM QUALIFICATIONSEDUCATION:Graduation from a standard senior high school or equivalent is required.EXPERIENCE:Eight (8) years of experience performing facility maintenance and repair work specifically in heating, ventilation, and air conditioning (HVAC), electrical and/or plumbing is required.Four (4) years of experience in construction is required.Four (4) years of supervisory and/or team lead experience is required.Experience in maintaining tools, equipment and vehicles is required.Experience using MS Office Software including Outlook, Word and Excel is required.PREFERRED EXPERIENCE:Vocational training in electrical, plumbing or HVAC is preferred.Experience with HVAC is preferred.Experience using computer work order management software applications to open/close work orders is preferred.Experience using building automation systems software applications is preferred.Experience working in a military environment with military personnel or on a military installation is preferred.REGISTRATION, CERTIFICATION OR LICENSURE:A valid driver's license is required. *The ability to obtain a Texas Driver’s License will be required within the first 30 days after entering Texas as a new resident.
