Job Summary EMCOR Government Services (EGS) is seeking a Contract Program Manager (CPM ) to lead contract operations in support of an Intelligence Community customer in Pocatello, Idaho. The CPM has full authority and responsibility to act on behalf of EGS for all aspects of contract performance throughout the contract term. The CPM leads a multidisciplinary team delivering comprehensive facilities operations and maintenance services, including preventive and corrective maintenance, repair of building systems and infrastructure, lifeu2011safety systems, and associated support services. The CPM is accountable for mission assurance, contract compliance, cost control, schedule performance, and customer satisfaction in a missionu2011critical environment. As the contractu2019s senior onsite leader, the CPM is responsible for client engagement, financial planning and execution, workforce management, operational excellence, and continuous improvement. This includes planning, organizing, coordinating, directing, and controlling all assigned contract functions through subordinate managers and supervisor. Essential Duties & Responsibilities u2022 Serves as the single point of authority and primary customer interface for all contract operations; available 24/7/365 and accountable for performance, compliance, cost, schedule, and workforce development. u2022 Plans, organizes, directs, and controls all facilities operations and maintenance activities in accordance with the Scope of Work (SOW)/Performance Work Statement (PWS), contract requirements, and applicable regulations. u2022 Ensures full compliance with federal contract requirements, safety and environmental standards, security protocols, and company policies. u2022 Leads financial planning, budgeting, forecasting, and cost control to meet profit/loss objectives while maintaining missionu2011critical service levels. u2022 Oversees subcontractor performance, service delivery metrics, and compliance with small business and subcontracting requirements. u2022 Implements performance management systems, KPIs, and service level tracking to drive continuous improvement. u2022 Manages staffing plans, workforce performance, training, and succession planning for a technically diverse facilities team. u2022 Coordinates closely with ESH, engineering, and maintenance leadership to ensure safe, reliable, and resilient facility operations. u2022 Oversees the contract Quality Management / Quality Control Program, with execution performed by assigned staff, and maintains responsibility for quality performance, corrective actions, and continuous improvement. u2022 Prepares and delivers required contract reports, performance briefings, and executiveu2011level updates to customer leadership. u2022 Leads issue resolution, risk management, and corrective action planning for operational, technical, or contractual challenges. u2022 Supports transitionu2011in, transitionu2011out, and surge operations as required by the contract. u2022 Provides oversight of all project/IDIQ orders, delegating dayu2011tou2011day management to subordinate staff while retaining accountability for cost, schedule, quality, compliance, and mission-critical integration. u2022 Performs other duties as assigned to support contract execution and mission success. Qualifications u2022 Must have a Top-Secret Clearance. u2022 Demonstrated commitment to a Mission First, People Always leadership philosophy. u2022 Minimum of fifteen (15) years of program management experience supporting facilities management efforts similar to or larger than this contract. u2022 Certified as a Program Manager with a focus on facilities management. u2022 Bacheloru2019s degree in Business, Engineering, Facilities Management, or a related field preferred. u2022 Proven experience managing missionu2011critical or highu2011availability facilities operations. u2022 Strong financial, analytical, and decisionu2011making skills with experience managing large, complex contracts. u2022 Excellent written and verbal communication skills, including executiveu2011level briefings. u2022 Demonstrated proficiency in enterprise resource planning (ERP) systems and CMMS platforms supporting facilities operations. u2022 Proficient in Microsoft 365, including document management, collaboration, reporting, and data analysis tools. Preferred Qualifications u2022 Facility Management Professional (FMP) or Certified Facility Manager (CFM). u2022 Project Management Professional (PMP) certification is highly desirable. u2022 Certified Data Center Management Professional (CDCMP) certification. u2022 Experience supporting Intelligence Community, DoD, or other federal missionu2011critical facilities. u2022 Background in MEP systems, HVAC, electrical, fire protection, or lifeu2011safety systems. u2022 Experience leading large, multiu2011disciplinary technical workforces in secured environments.
