Job Description On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized the creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the Cityu2019s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA will remain the permanent owner of the land/buildings and will enter a long-term ground lease with the Trust to secure Section 8 vouchers. The selected Assistant Housing Manager will be a NYCHA employee assigned to Nostrand Houses and will support the management of the development on behalf of the NYC Public Housing Preservation Trust. Under the direction of the Property Manager, and with latitude for independent action and decision-making, the Assistant Housing Manager will perform work of moderate difficulty and responsibility in the administration and management of NYCHAu2019s housing program under the Trust and the Project-Based Section 8 program. Specific duties and responsibilities include but are not limited to: 1. Assist the Property Manager in the administration of housing operations at Nostrand Houses. 2. Supervise Housing Assistants to perform various management and tenancy functions under the Project-Based Section 8 Program, including but not limited to: a. Assisting households with their annual recertifications in coordination with the Leased Housing Department to ensure timely submission and resident compliance. b. Ensuring Management Housing Assistants process the Annual Affidavit of Occupancy. c. Ensuring the timely collection of rents; assisting with the initiation and processing of legal action for non-payment or lease violations and maintaining accurate records in NYCHA systems. d. In coordination with the Leased Housing Department, supporting tenant selections, transfers, and rental processes, such that they are completed quickly and accurately to ensure HAP payments start in a timely manner and are maintained. e. Working with residents to proactively resolve issues that could put their subsidy in jeopardy and initiate appropriate tenancy action as required. f. In coordination with the Leased Housing Department, supporting the fulfillment of householdsu2019 reasonable accommodation g. Managing unsubsidized and/or unauthorized households h. In coordination with the Public Housing Tenancy Operations team, helping ensure the tenant ledger is kept up-to-date and accurate 3. Promote positive resident experience by maintaining a professional office environment and ensure the team assists residents with questions, complaints, and service needs in a courteous and efficient manner. 4. Maintain accurate computer files and documentation in accordance with NYCHA and HUD guidelines and assist with the preparation of management reports as required. 5. Coordinate with the Design-Builder and Trust team during the construction and post-construction phases, helping to minimize resident disruption and ensure continuity of service, especially leading up to and throughout temporary relocations.
